Gary Race
ChaiR
Gary Race is a Grants Administrator with the Institute for Innovation in Health and Human Services at James Madison University. Gary received his Masters Degree in Marriage and Family Therapy from Kansas State University. He has 30 years of experience in social services, as a psychotherapist and nonprofit administrator. He has worked for a range of programs including services for autistic children, substance abuse, foster care and HIV/AIDS. He is an advocate for access to mental health and medical care for disenfranchised and underserved populations.

Jane Pirooz Vice-CHAIR
Jane Pirooz is the Clinical Services and Employee Assistance Program (EAP) Coordinator for Rockingham Memorial Hospital. Jane received her graduate degrees in Counseling Psychology from James Madison University and has been a Licensed Professional Counselor (LPC) in Virginia for 19 years. She has presented on numerous mental health and EAP topics and has expertise in program development, performance management and group facilitation. Jane is also responsible for coordination of outpatient-mental health services at the Center for Behavioral Health at Rockingham Memorial Hospital, Harrisonburg, VA. |
Dr. David Cockley, PHD. treasurer
Dr. Cockley is an Associate Professor in the Health Sciences Department at James Madison University. He is a faculty member in the Health Services Administration Program where he is teaches courses in health policy, ethics, rural health care, and long-term care. Prior to joining the faculty at JMU, he was Executive Director of Pendleton Community Care, a federally qualified health center located in Pendleton, WV. He has served on numerous non-profit boards dedicated to health care issues. |
Wayne Woodson

Wayne Woodson has over 20 years of experience as an organizational consultant; including executive coaching, team facilitation, and management consulting. Through his consulting practice, Winning Ways Consulting, Wayne is able to bring years of practical experience as a leader, manager, entrepreneur, and consultant to help his clients achieve significant change in the areas of leadership and executive presence, personal effectiveness and interpersonal competence, and in building relationships. Working with all levels of an organization, Wayne brings his experience to planning, designing and delivering multiple organizational and team effectiveness strategies and interventions. |
Cathie Galvin BOard Member
Catherine Galvin has had a 30-year career focusing on the field of Health and Aging within various communities in Virginia. She has been the Director of several Area Agencies on Aging, and has a history of working with various groups as a legislative advocate. Currently, she is the Executive Director of Harrisonburg-Rockingham Dental Clinic. |
Betty Newell
BOard Member
Betty Newell joined the HCHC Board in 2009. She holds undergraduate degrees in Business Administration and in Medical Technology and earned her Master's degree in Clinical Ethics from the University of Virginia. Ms. Newell worked at the Central VA Community Health Center for twelve years, managed a home care agency for Martha Jefferson Hospital for four years, and was hired as the founding Executive Director for the Charlottesville Free Clinic in 1992, where she remained until her retirement in February 1997. In 1998, she and her husband of 52 years moved to Massanutten Village where she now serves as the chair of the board of directors for her homeowner's association. Ms. Newell is also an active volunteer for Way to Go, Inc., a community coalition that helps low-income working families become more self-sufficient by assisting them with their vehicle transportation needs. |
Alan Shelton BOard Member
Alan Shelton has worked for Cargill for more than 30 years, and is currently employed as their Senior Food Scientist. Alan received both his Bachelor of Science and Master of Business Administration degrees from Eastern Mennonite University. In addition to his service to the Harrisonburg Community Health Center’s Board, Alan currently serves on three other non-profit boards and three advisory boards. He also volunteers on a very personal level with his role as a Big Brother in the Big Brother/Big Sister program. Alan’s reasons for serving are best expressed in his own words: “I truly believe in giving back to the community and helping those who are less fortunate than I.” He and his wife, Jane Hubbell, enjoy life in nearby Rockingham County. |
Bob Underwood, MD. BOard Member
Bob Underwood is Board Certified in Emergency Medicine and has been on the active medical staff of Rockingham Memorial Hospital since 2001. Dr. Underwood is also the Chief Medical Information Officer at RMH. He attended the United States Military Academy at West Point, the University of South Carolina School of Medicine, and completed his residency at Wake Forest University/North Carolina Baptist Medical Center. He is married and has 3 children. He is an avid hunter and fly fisherman. |
Rhonda Zingraff, PhD

Dr. Rhonda Zingraff is a sociologist with particular expertise in social inequalities, social justice studies and criminal justice studies. She is Associate Dean of the College of Integrated Science and Technology at James Madison University and the Director of JMU’s Institute for Innovation in Health and Human Services. As Director of the Institute, she represents many programs designed to accomplish campus-community connections on behalf of community health and in the interest of superior education for pre-professional and professional health students. Before coming to JMU, she was the Director of Undergraduate Research and Department Head for Sociology and Social Work at Meredith College in Raleigh, North Carolina, where she also served on community boards for non-profit organizations. |
